停止精神暴力虐待,恢復劉霞人身自由 Stop persecution, immediate freedom for Liu Xia

諾貝爾和平獎得主、中國良心政治犯劉曉波日前(2017年7月13日),於遼寧瀋陽病逝,終年61 歲。哲人其萎,終可解脫牢籠之困,然而,劉曉波之妻子劉霞,遭中國當局軟禁監視已逾六年;人身自由遭剝奪。我們要求中國政府當局馬上解除對劉霞的軟禁及監視,恢復其出入境之自由。

2008年,劉曉波因《零八憲章》被捕,於2010年獲提名諾貝爾和平獎並獲獎,自此,劉霞即被北京當局軟禁家中,單獨遭嚴密監視。《公民權利和政治權利國際公約》第九條訂明,人人有權享有人身自由和安全;並指除非依照 法律所確定的根據和程序,任何人不得被剝奪自由 。但多年來劉霞均是沒有被控以任何罪名,亦未經公平法律程序,卻平白遭剝奪人身自由。

失去社會支援網絡的劉霞,此多年間飽受精神壓力,多次傳出身體與情緒不勝負荷的消息,令人擔憂。此之皆為中國政府殘酷的精神虐待所致;我們譴責當局此等暴力不仁而無視人權的舉措。

我們要求中國當局馬上解除對劉霞的軟禁及監控,恢復其人身自由,包括停止對劉霞及其家人的騷擾,使其得以自由地與外界通訊,能隨時按其意願出入境中國。

我們並呼籲國際社會持續關注劉霞的身、心健康狀況,及其公民權利是否遭遇剝奪,改善中國人權狀況。

Liu Xiaobo, Nobel Peace Prize Winner and a prisoner of conscience, has passed away on 13 July 2017 at age 61. Liu Xiaobo was arrested in 2008 and charged for “inciting subversion of state power”, and at the same time, his wife, Liu Xia, was under house arrest for more than 6 years just because she attempted saving her husband from wrong imprisonment. We urge the Chinese authority to end the illegal house arrest and surveillance of Liu Xia, stop the harassments and allow her to travel freely.

Liu Xiaobo’s pro-democracy manifesto, Charter 08, has put him in prison. In 2010, Liu Xiaobo received the Nobel Peace Prize because of his call for peaceful political reform. However, the Chinese authority not only did not release Liu Xiaobo, but further put Liu Xia under illegal house arrest and surveillance. According to article 9 of the International Covenant on Civil and Political Rights, everyone has the right to liberty and security of person, and shall not be subjected to arbitrary arrest or detention not in accordance with such procedure as are established by law. However, Liu Xia has been detained without charge or trial, stripped of communication with the outside world and personal freedom.

Without any forms of social support under house arrest, Liu Xia has experienced tremendous psychological and emotional distresses throughout these years. Such psychological torture by the Chinese authority has been causing serious damage to the health of Liu Xia. We seriously condemn the Chinese authority for exerting all forms of violence and human rights violations towards Liu Xia.

We request the Chinese authority to end Liu Xia’s illegal house arrest and surveillance, stop all forms of harassment towards Liu Xia and her family, and allow her to make contacts and travel freely.

We call on the international society to keep concerning about the physical and psychological health of Liu Xia, protect her civil and political rights, and advance the human rights situation in China.
